Top of the World Meeting Minutes May 13, 2008
There were 22 members present. The meeting was called to order at 7:07pm.
Lincoln read the statement of concerns. The Secretary read last months newsletter, motion made by Chad and seconded by Rocky. Treasurer’s report was read, Chad made the motion; it was seconded by Michael to accept until audited. The trail administrator’s report was given by Bob. He mentioned that quite a few trails have been marked, but it’s not all done yet. He is requesting more people to help with trail maintenance. Karl added that if anyone sees trash of a trail to please dispose of it properly.
Lincoln mentioned to all some VASA information. He said that 3 wheels or more, and 60” or less are considered ATV’s and have the right to be on trails. If anyone has an out of state registration and wants to get a Vermont reg. They can go to Vermont DMV. If DMV gives them a hard time, VASA can be called to clear up the matter. VASA will be coming up with a trail numbering system for the clubs. VASA requires helmets to be worn for the Mt. Washington Ride. VASA will be having a poster contest for the new VASA poster. VASA also might have a caterer for the Mt. Washington Ride in August.
Under Old Business- so far for the trail masters there is Chad and Michael. Lincoln mentioned that he is working on the permits for the 2 kiosks. T-shirt orders are in, if we need more, we’ll get them later on. As far as the Rodeo, we need a committee to head this; maybe we will have just a mud bog and poker run or ATV pull.
Memorial Day Parade is at 10am at the Old Foundry (Creamery). We will have veterans also. ATV raffle is going awesome. We need some ideas for non-profit organizations for making donations to other things to keep our finances under a certain $ amount.
Under New Business- Putting member vs. no machine in bylaws. This is someone who just wants to be a member but doesn’t have a machine.
Lincoln let us know that Sid Patridge has signed up as a landowner. He still needs to talk to Liz Woffard. Larry is logging right now on Sid’s land but he will figure out if he can put a temporary trail in for us. Right now please stay off the trail by Sid’s property here in Concord. (This trial is not on the maps).
Where the kiosk is going to be in Car Brook it needs a lot of work, and a perimeter ditch to dry up.
Mt. Washington tickets are available only by pre buy through officers or VASA directly. It was decided to follow N. Stratford’s example by having sponsors of dealers.

Star made the motion to go with this, it was seconded by Sharon.
Meeting Minutes Continued
Terms of officers will be 3 year term for president, 2 year term for vice president, and 1 year term for all other officers. Motion made by Dave and seconded by Sharon. All officers will serve a maximum of 3 consecutive terms. Motion made by Chad to amend the bylaws, it was seconded by Sharon.
The June meeting will be June 2nd. Motion was made by Star and seconded by Sharon to change the date. Info on safety for ATV’s will be put on the website.
The Annual Meeting will be in December. Also, memberships will be Jan. 31 to Jan. 31 of the next year. This will allow for voting rights during meetings. The motion was made by Alan and seconded by Dan to have the memberships according to the calendar year.
After some discussion, a motion was made by Alice and seconded by Chad to keep renting the Miles Pond Shelter for Ride Ins as needed. Karl has set up some Ride In dates they will be as follows:
- June 7th meet @ 9am leave @ 10am & pack our own lunches
- July 12th meet @ 9am leave @ 10am & pack our own lunches
- Aug 16th meet @ 9am Mitchell Road for Rodeo, ATV Raffle and BBQ
- Sept 20th meet @ 9am Miles Pond Shelter BBQ w/ landowner’s appreciation
- Oct ? maybe have a Halloween ride
Sharon said she will head the Rodeo in August, with a mud run and poker run.
After some discussion, it was decided that for landowners, we will give them a maximum of 2 memberships per household if applicable. The motion was made by Alan and seconded by Luke.
As far as the Lunenburg trails we still need them, also on the Perry Rd there is a beaver dam, if taking that road please stay to the left.
With no further business, the meeting adjourned at 9:22pm. Chad made the motion to adjourn, it was seconded by Doug. Next meeting June 2nd at the Town Hall.
